Research On Heilongjiang Province's Urban-rural Integration Development Based On The Perspective Of Labor Mobility

In the report of the 19 th National Congress of the Communist Party of China,pursuing a rural vitalization strategy and promoting integrated urban-rural development are mentioned,which creates chances for Heilongjiang Province to achieve the goal of coordinated development of urban and rural areas.Heilongjiang Province is the largest province of grain production,but its agriculture is large but not strong and the agricultural structure is irrational.The output value of agriculture is not as good as that of other major agricultural provinces.In the aspect of industry,traditional industries are gradually facing recession and the traditional resourcebased cities are entering the period of transformation and upgrading.New pillar industries have not been established and new kinetic energy is insufficient.In terms of service industry,the output value has exceeded 50%,but the quality of service industry is not high,and the proportion of producer services is relatively low.At the same time,Heilongjiang Province is facing the problem of outflow of population,population aging and growth rate of urbanization below the national average level.In the case of the development of Heilongjiang Province,the strategy of integrated urban-rural development has pointed out the direction for the free mobility of production essentials in the region,the agricultural modernization,the prosperity of the industry and the revitalization of the countryside.In the field of labor mobility,the purpose of this study is to analyze the road for the integrated urban-rural development in Heilongjiang province in the new era.Analysing the current situation of population and labor flow,the problems of labor flow in the process of urban and rural integration in Heilongjiang Province and the development experience of other countries and some cities in China,this paper summarizes the road for integrated urban-rural development in Heilongjiang Province in the perspective of labor flow.The road is taking industrial integration as the core,promoting the two-way flow of labor force in urban and rural areas,optimizing the living and employment environment of rural labor in the city,and strengthening the attraction of urban development.To sum up,it is the road of citizenization of rural migrant workers,integration of urban and rural employment,integration of urban and rural industry,integration of industry and city.
