| Ganzi Tibetan Autonomous Prefecture (hereinafter referred to Ganzi) is the second largest Tibetan area in the country, with a vast territory and backward economic development. Because of the flat management system carried out in the Agricultural Bank of China branches in Ganzi Prefecture and limited loan approval rights,the top-down county credit management system determines that county economic development can not get credit aid from commercial banks, and Rural Credit Cooperatives (hereinafter referred to as RCC) should undertake the task to support the county economic development,especially the "Agriculture,Countryside and Farmers" development.Therefore, the development of RCC has a significant impact on the county's economic development, which is also an important guarantee to achieve great-leap-forward development in Ganzi and long-term stability. However, due to the lacking funds and heavy historical burdens and etc.,the survival and development space for RCC is quite narrow. It still relies on traditional management methods to maintain survival and development. Meanwhile, under the unreasonable management structure and high cost,low efficiency management level, the worsening financial situation and the prospect of the sustainable development is worrisome.This paper adopts the empirical analysis method of combining investigation report, case analysis and theoretical analysis. It selects samples in Ganzi RCC branches, collects relevant words and data files to analyze the existing problems and try to find the real reasons. And in view of the successful experience in developed economic regions, this paper tries to give some suggestions for RCC branches in the remote backward ethnic areas, hoping it can contribute to the "Agriculture,Countryside and Farmers" development, and fundamentally change the situation of "can not afford to withdraw, or make a living,".This paper has five parts:the first chapter is the preamble, introducing the purpose, the structure,the contents and the research method of the article; the second chapter,mainly from the geographic, natural resources, economic situation, and religion culture to describes the special environment which RCC is in, and its development with strong ethnic characteristics; the third chapter introduces the basic profiles of RCC in Ganzi, which reveals a "poor and remote" area features, and illustrates the difference between RCC in developed areas and Ganzi; the fourth chapter analyzes the internal causes of RCC in Ganzi on human resources, corporate governance, credit assets, internal control systems, incentive mechanisms, and the external causes such as the backward development of local financial ecological environment construction, the poor rural credit environment and incomplete credit system;the last chapter gives suggestions that RCC in Ganzi should strengthen its management on human resources, perfect corporate governance structure, enhance internal control system, so as to optimize financial ecological environment, build rural credit system, complete rural insurance system and get more fiscal support to promote the sustainable development of RCC in Ganzi and contribute to the "great-leap-forward development and long-term stability"in Ganzi Tibetan Prefection. |
