Research On The Development Of Farmers' Professional Cooperatives In Poor Areas Under The Background Of Rural Vitalization

Poverty alleviation has entered a crucial period at present,and the institutional framework and the policy system of rural revitalization strategy has been in its formation in the meantime.Targeted approach to alleviating poverty is about to solve the problem of absolute poverty in rural areas in China,eliminating basic obstacles for rural revitalization.As an important carrier of targeted approach to alleviating poverty,the co-ops play multiple roles in the process of poverty governance because of its pro-poor and motivating quality,laying a solid foundation for the implementation of rural revitalization strategy.Promoting the healthy development of cooperatives in the context of rural revitalization can not only consolidate current poverty alleviation results but also provide practical reference for the construction of the institutional framework and policy system of rural revitalization strategy.In recent years,the development of the cooperative in Diannan Town has achieved remarkable results,boosting the local poverty alleviation and the comprehensive development of economy,society and culture,However,compared with other regions,there are still problems in their own development and function,which is contrary to the original intention of the cooperative,It is not conducive to the modernization of agricultural development,the prosperity of rural culture,and the construction of a modern rural governance system,It has restricted the high-quality poverty alleviation in poverty-stricken ethnic areas and has also restricted the comprehensive development of ethnic poverty-stricken areas to rural areas.Rural revitalization in Yunnan Province or even the whole country would be impossible without the revitalization of rural areas in poverty-stricken areas.How to put forth efforts to lengthen the short stave through the development of cooperatives and promote the successful implementation of the rural revitalization strategy is very important and urgent as well.This is the research point and point cut of this paper.Based on pro-poor and motivating quality of cooperatives,this paper attempts to clarify the interrelationship between cooperatives and poverty alleviation and rural revitalization and apply relevant theories of multi-governance and principal-agent to the development and practice of the cooperative in Diannan Town.By using research methods such as literature,comparative interviews,case analysis,selecting the most representative cooperatives for research,and through in-depth analysis of multi-dimensional,multi-level data,it is found that the Diannan Town Cooperative had self-development problems such as uneven development,disorderly development and heterogeneous problems.It also faces the problems of insufficient poverty benefit function,single expansion function and incomplete carrier function.Systematic analysis from internal and external influencing factors,cooperative development law,and rural revitalization development requirements.The author puts forward suggestions on promoting the development of cooperatives in response to the requirements of rural vitalization from three aspects of government,cooperatives and farmers.The paper attempts to closely follow the development of the Diannan Town Cooperative,combine targeted approach to alleviating poverty and rural revitalization strategies,highlight the representativeness,authenticity and objectivity of the research object,make sure that the research results are authentic,the conclusions are reliable,and the recommendations are practical,highlight practical value and practical significance,It aims to provide policy advice and decision-making reference for the development of cooperatives in ethnic poverty areas and even all cooperatives in the province and across the country.
