China's has inevitably become involved in the wave of economic globalization since its accession to WTO, increasing its international dependency and complementarity with other countries. With the most population in the whole world, China is a labor resource-intensive country. liquidity of people is also growing. As China accelerated in the international labor mobility, China's labor service export market taking shape. In the the early 50's of 20th century, foreign labor exports of China is associated with foreign economic and technical assistance, which is the initial model of China's foreign labor exports. While China's foreign labor exports continue to advance,all over the country are also active in the development of local foreign labor export,in order to promote local economic development, such as Sichuan which the article will research on.As China's western development strategy of advancing the economic of China's western region, Sichuan Province, with its excellent resources condition and the heart position in the western economic circle, having all economic indicators ranked in the forefront of the western provinces. Sichuan province has the highest level of Opening up in the western region, foreign labor service cooperation is an important part of openning, so vigorously develop foreign labor export industry will help further promote opening up in Sichuan Province.A large population is an important situation in the province of Sichuan Province, with the development of productivity and the deepening of industrial structure adjustment, as well as the acceleration of urbanization, the traditional industrial sector shows an increasing limitations to absorb the labor force in Sichuan Province. A large number of surplus labor force is very unfavorable for th stability of social and economic.it has important practical significance to actively participate in international labor markets and promote the output of foreign labor 'in Sichuan, Study and analyze the general development status and shortcomings of foreign labor exports in Sichuan Province is necessary to correctly guide it. Research and development of effective policy is essential to ensure the province's externalscale and quality of labor exports will be further improved.This article aims to analyze the output of foreign labor in sichuan province through various aspects and get a practical understanding of the level of foreign export of labor services in sichuan province.then, basised on the present problems exsisted the article will made suggestions for improvement so as to explore the potential of the output of foreign labor in sichuan province.In general, the basic clue of this article is:Theoretical analysis-described the status-propose problems-propose measures.under this guidance, the basic framework of this article constitutes of a total of seven chapters. the first chapter is the introduction section, this paper shows the research background, research content and research methods, summarized the main points of this article and the main innovation points.the second chapter elaborated and summarized important domestic and foreign lliteratures related with this issue, including marx economics, population transfer theory, theory of the dual economic structure, human capital theory and several domestic literatures featured on different subject; the third chapter mainly reflect the status of labor service export development in sichuan province by historical data.this chapter is divided into four sections, the first section illustrates the formation driving forces of the foreign labor in sichuan province. The second section describes the course of development of foreign labor in sichuan province. The third section summarizes the main features of foreign labor in sichuan province. the fourth section, based on comprehensive data, analyze the correlation between foreign labor export and economic growth of sichan through econometric models, thus get the need for the development of foreign labor; The fourth chapter analyze the general level nationwide of sichuan's foreign labor export through comparison with other coastal and eastern provinces; The fifth chapter summarizes major problems and challenges of foreign labor export which sichuan province are facing; and finally a number of recommendations and countermeasures are proposed to help overcome the shortcomings of foreign labor exports in sichuan province.This article argues that:The formation and development of sichuan foreign labor exports is driven by the objective and subjective factors. Foreign labor export industry in sichuan province began late,but develop rapidly, and has achieved a certain size. However, based on level analysis of foreign labor expert in sichuan province, we can see that there is large gap between the output level of foreign labor in sichuan province and eastern coastal regions, the development level of foreign labor export doesn't match with tis populous status.factors such as management systems, market order, funds, personnel, is currently impeding development of labor services export in sichuan, so the government should reform the management system, standardize the market order, provide financial support, enhance the quality of personnel to develop foreign labor economy, promote economic growth.In this paper adopts literature research method, descriptive research method, empirical. research methods as well as the combination of quantitative and qualitative analysis, through the integrated use of these methods to achieve scientific evaluation of the status, level and major problems of foreign labor export in sichuan province. Until now, a small number of experts and academics study on issues of foreign labor exports in sichuan province, however, still not yet be regarded as a more important area of research. according to collected data and information, the author has not yet found a comprehensive literature systematicly study foreign labor export in sichuan province from such various aspects as this article.in addition, this paper reflected the scale of foreign labor exports based the horizontal comparison of sichuan province and the eastern coastal provinces and cities, which is not studied by predecessors.covers a number of indicators to better measure the level gap between sichuan province and and the advanced provinces and cities, to prove further improvement is necessary. Finally, most of the data is the latest data, with a strong timeliness, will be more accurate, so that the conclusions of this paper is more in line with the the current situation.
