World economic integration has stimulated the flow of resources, the flow of labor force in particular, thus turning labor export a leading industry for economic development in some countries and regions of the world. The labor export industry in Shandong province is a good example. During the past over 30 years since reform and opening up was initiated, the labor export business of Shandong has grown gradually to be an important part of external economic cooperation of the region, and have made big contributions to the implementation of "going global" strategy of the province. In 2008, Shandong's labor cooperation with foreign countries completed a turnover of 861 million US dollars, the value of newly signed contracts registered 913 million US dollars,45,269 people were dispatched out, and 90,623 people were still working abroad in the term end. The labor cooperation businesses include electricity, petrochemical, roads and bridges, mining, mechanical manufacturing, architecture engineering, agricultural plantation, fishery, food services, aquatic processing, garment, etc. Statistics show that every one percentage point increase in the turnover of labor cooperation of Shandong province will push a 0.6765 percentage point increase in Shandong's GDP. It is therefore of realistic and theoretical meaning to study on the labor export of Shandong.By taking geo-economics and Keynesianism and other related economic theories as the foundation, and making use of qualitative, quantitative and normative analysis methods as well as a big number of documents and statistics, this paper analyses the problems existing in the labor export of Shandong province and proposed well-targeted countermeasures to solve the problems. The purpose is to promote better and faster development of labor export of the province and foster labor export to be an important sector in the economy.This paper first analyzes the concept of labor export, elaborates on the theories behind the development of labor export, introduces the experiences and practices of other countries, and focuses on two major studies as below. One is to review the development history of labor export in Shandong, analyze the status quo and features of labor export and its contribution to local economy, and point out the existing problems. Such problems may include low international integration level of companies and low competitiveness, big shortage of compound talented people suited to the demand of international labor market, frequent occurrence of overseas labor disputes and emergencies, difficulty in oversight, prominent contradiction in supply and demand of dispatched labor, low legal awareness of the labor force to protect their own rights and interests, diversified labor export market but narrow selection of destination countries, lack of laws governing labor cooperation. The other focus of my paper is to propose some countermeasures in order to improve the labor export of Shandong province, including to further standardize the management of labor export, upgrade the international management level of companies, lift the quality of labor export base construction, expand overseas contract projects and high-end labor market, build a permanent mechanism preventing and effectively resolving risks and labor disputes abroad, standardize related labor export policies, and improve the legal consciousness of labor force, and so on.
