In recent years, e-government has become a key issue in government administration development. According to the research by relative organizations, in the coming 5 years, there will be up to 2000 billion RMB cast into e-government development in China. The construction of e-government started in the early 1990s. It was designed to improve government management, help with inner-government communication and make full use of the government resource by way of a wider share. In middle and late 1990s, e-government had been extending the managing areas. A lot of local governments started to serve the public, release the government information and attract investment through internet.E-government has been fully started since The State Informatization Leading Group was formed in 2001, which pointed out that the construction of electronic administration was one of the three key points in informatization development. Based on this policy ground, it is important and necessary to do research on purchasing management in e-government projects while there is a full e-government promotion.As a Chief Supervisor in government informatization, the author started from the practice of purchasing management to advise that to achieve the'three gold rules'in e-government projects it's necessary to improve the general management in this section while we are working on purchasing so that the e-government will be following a healthy development.This paper discussed the purchasing management in e-government in two sections: preparation and implementation. The author picked the key elements in purchasing projects and managements in these two sections to discuss the application of rationing in some purchasing cases. This analysis drew an outline of purchasing management in e-government projects.In the section of preparation, the author evaluated the function, facilities, reliability, energy-saving and flexible management in project planning and choosing. I also built up a system of indicators in technicality and economic efficiency. I analyzed the grey relation analysis method and applied it to this paper. In the section of purchasing application, the author drew up a method of budget making; advised that quantitive evaluation could guarantee the'three gold rules'which are open, fair and just, and I also used the methods of Analytical Hierarchy Process and general evaluating to discuss some cases and build a system of quantitive evaluation on in e-government purchasing. In goods delivery punctuality and quality control in contract performance, the author stressed the importance of the professional third party taking part in helping government departments to achieve better management and advised the relative managing methods.
