Based on the in-depth analysis of the Present Purchasing behaviors of China'sgovernment and the Performance Management of related staff, we focus thisessay ,The Performance Management of Government Purchasing Staff, on thestrategies and tactics to improve the Management of buying staff in government byapplying the fundamental theories of Performance Management.In a world of globalization and information, the Non-Profit and Profitableorganizations adopt the Performance Management to hone their competitiveness andadaptabilities. Therefore, the management in buying-staff performance tops the tasklist of more and more organizations.The Performance Management has been a bottleneck for public administrationand an academic problem in the world as well. It is more than twenty years since thePerformance Management was first introduced in the governments of westerncountries, some of which has developed their own apprising system for themanagement and enjoyed the huge achievements both in application and theories forPerformance Management. As an entrant to WTO, China is taking further steps in herpolitical and economical reforms. A full-fledged governmental purchasing system is amust for Chinese government to administrate domestic economy. Thebuyer-Performance Management is a pillar of such system.The Chapter One of this essay explains the Government Purchasing and its effect.And it also offers readers with the comparison and contrast between westerngovernments and Chinese government in purchasing. A thought is then put forwardthat China should build up a governmental Purchasing system with its own features.In a result, this chapter advocates a theory that China's performance Management ofGovernmental Purchasing staff should learn from the management taken by profitableorganizations.In Chapter Two, readers can get a glimpse on the history, trends, characters andthe methods the Performance Management. Chapter Three is an introduction of thebasic concepts and the workflow when implementing Performance Management.Regarding the deflection of implement.Chapter Three analyzes the reasons and offersthe targeted solutions.Chapter Four depicts the current purchasing behaviors inChina's government and emphasizes the necessity and feasibility of PerformanceManagement in China's government. To the problems in the practical Management,the solutions are also provided. In the last chapter, the trend of performanceManagement is introduced. To the drawbacks in the practical management by ourgovernment, this chapter also suggests certain ways to improve and correct them.
