Study Of Government Purchasing Performance Evaluation And Governance Countermeasure

Due to scarcity of financial resources and more and more attention on government administration performance paid by public, governments all over the world and academic circles generally attach importance to the rationality and validity of allocating financial resources. Performance evaluation and management mode of government purchasing, as an important means to evaluate and promote government purchasing performance, is an advancing research project of modern public finance theories.This dissertation takes the study on performance evaluation of government purchasing and management countermeasure as an important combining site of management science and engineering theories and public finance theories. On one hand, it meets the demand of building up scientific development view; On the other hand, it embodies multi-disciplinary intercross and integration. Thus this subject is in theoretic foreland and has strong realistic pertinence and practical guidance. This thesis combines normative analysis and positive analysis, method and technology research and ideas innovation together with study on governance countermeasure. The author attempts to realize integration and complementation of research approaches of public finance and management science and engineering so as to provide more widen vision and new methods for theoretical study of public finance and management science and engineering. The results of this dissertation gives valuable theoretical and realistic reference to develop theory of government purchasing performance evaluation, deepen institutional innovation of China's government purchasing, build an honest and highly-efficient management countermeasure and promote government purchasing performanceThis dissertation includes six chapters.In the first chapter, the paper initially outlines background and significance of topic selection, aim of study and the current research situations and level of study of government purchasing performance evaluation at home and aboard. On this basis, it presents train of thought, research methods, main contents and some innovative points of this dissertation.In the second chapter, from system theory of government purchasing, performance theory, performance evaluation theory and governance theory, this paper presents essence, subject and function of government purchasing performance and performance evaluation, then discusses theoretical basis of government purchasing performance evaluation. After that, it analyzes connotations and features of governance theory and describes influence of governance theory on government purchasing performance evaluation. The viewpoints and inspiration of the above theories builds a good theoretical foundation for the following in-depth study.In the third chapter, this thesis first analyzes domestic and foreign relevant literatures on the index system of government purchasing performance evaluation; Then it describes construction principles and influencing factors of China's index system; Next it constructs the framework of China's index system according to three purchasing projects: products, engineering and service and establishes hierarchical structure and defines concrete index names; Lastly it accomplishes a validity and reliability test of this index system.In the fourth chapter, based on the index system of government purchasing performance evaluation, this dissertation applies Delphi and AHP to determine weight of each concrete index. Because most of performance evaluation indexes are difficult to quantify, the author uses fuzzy mathematics comprehensive evaluation to establish comprehensive performance evaluation model of government purchasing projects. Combining with Delphi, the author made an empirical study of comprehensive performance evaluation on Project of E-Government Affairs Network Centric Platform in XX city government of Hunan province and analyzed the research results thoroughly.In the fifth chapter, this dissertation discusses main contents of the institutional arrangements of China's government purchasing performance evaluation, including guiding principles of the above evaluation system, work flow of performance evaluation, establishment of Information data collection system, legal supervision system of government purchasing and the setting mode of government purchasing agencies. Work flow of China's government purchasing performance evaluation is designed from organization workflow, evaluation implementation and conclusion application.In the sixth chapter, based on analysis and reference of international rule and measures of improving government purchasing performance in western countries, this dissertation discusses methods of improving government purchasing performance from establishing legal system of China's new government purchasing procedure, perfecting public bidding system, transforming management system of China's public financial capitals, building electronic government purchasing platform and raising the value of independent innovation. Then it puts forward some countermeasures of improving China's government purchasing performanceThe research results and innovative points of this thesis are summarized as follows:1. It expands a new research field in management science and engineering from the vision of modern public finance.2. It constructs a scientific and systematic mechanism of government purchasing performance evaluation, including building the index system and evaluation model of China's government purchasing evaluation, establishing evaluation subjects and procedure and solving problems of adaptability and applicability of the evaluation system.3. It develops study on government purchasing performance evaluation from technology and method research to performance diagnosis, researches into correlation of government purchasing performance and analyzes relations between different performance levels and properties of management system deeply.4. It upgrades study of government purchasing performance evaluation to purchasing system and governance mode innovation. According to correlation between performance evaluation and performance diagnosis and governance countermeasure of government purchasing, it makes a systematic study on basic strategies of innovation of government purchasing system and governance countermeasure and puts forward the "Performance -Oriented" countermeasure in the reform of government purchasing management system.5. It makes an empirical study on a major government purchasing project in XX city government of Hunan province in 2006 to examine adaptability and applicability of this government performance evaluation system and gives governance countermeasures on the basis of performance diagnosis.
