In this paper, according to the ways of planning the construction project schedule and the research of the control process and methods, we take the construction project of MEISHAN and ZIYANG local telephone network rising the position incorporation into CHENGDU of SICHUAN telecom as the research object, decompose the project and do the logic analysis around the target of time limit for the project. The research is based on the milestone of schedule. We make the progress schedule by software, analyze the factors that influence the progress during the construction project, coordinate the relation between the factors, use the different ways to achieve the target of the progress schedule and make the progress come true at the same time of controlling the cost, safety, quality targets.Project has a strong unpredictability. There will always be factors that affect the progress of the project there, which makes engineering very difficult to implement in accordance with established plans. This PDCA cycle method using dynamic monitoring and tracking of project implementation, planning and timely detection of actual bias, according to different circumstances of different control measures, and schedule adjustments and updates made in a timely manner so that progress in achieving effective control and management purposes.The schedule analysis and experience of the project, in order to promote the further development of Telecom Project management, accelerate the pace of construction projects and improve the effectiveness of public works, offer the experience that can be used for reference.
