Science&Technology development project is widely used in enhancing technology level, products quality and management level. It is also one of the most numerous projects. One of the fundamental task of it is effective control and plan of development progress which can direct to setting target. The theory of project management provides the theoretic basis for development project management and ensures it become more and more systematic and scientific. The practices of development project management provide the important experience to the development of the theory of project management.Blast Furnace Integrated Process Control Development Project of PMIS is significant. It is not only the project for PMIS but also the one of emphasis of integrated quality management in SGAI. It is the basis of Advanced products quality planning in iron-making for sophisticated and high-valued products. The PM iron-making craft is very sophisticated. There are plenty of equipments in the PM area in baosteel. PMIS development project is an annex to the PM manufacture control system in iron-making plant. Under the condition that the PM manufacture control system has realized large scale production, the research on schedule plan and control of the PMIS project is important and necessary.This paper base on SGAI company’s PMIS project examples, project management theory and related knowledge-based, detailed project schedule and control theory, process and methods of practice in information technology application projects. According to business needs of the IT project in three phases, namely, event management systems, fault management systems, equipment spare parts management system; each divided into design, procurement, construction programming, training, feedback, implementation of the five steps. Project by the production department is responsible for, the various functional departments and business unit operating around the support and cooperation, also have good control design, procurement, construction programming, training, feedback on the five main steps, the use of project management knowledge (such as:PDCA loop, WBS, schedule of responsibilities, critical path method, evaluation of earned value knowledge and technical means) in the various aspects of the project helping guide comb, the preparation of the project schedule more accurate project a more reasonable process control to ensure the completion of the project according to schedule according to the quality. Finally, progress in the development of the IT project specific problems, based on the analysis presented in the corresponding solutions.
