The Government Of China's Food Safety Regulatory Responsibility Mechanism

Food safety is one of the hot issues of the contemporary world, while China's current food safety problems occur frequently, highlighting the China's food safety has a serious problem, but also exposed the government and relevant department supervision of China's food safety have deficiencies or missing. In this paper, based on reference to relevant research in the field at home and abroad, through reflections on the issue of food safety, and through the analysis on the deep-seated reasons for food safety, the difficulties faced by government supervision on food safety, proposed the establishment of responsibility mechanisms of government supervision on food safety.The first part is theoretical analysis of food safety supervision, through the related concepts of food safety and responsibility mechanism sorting out to explain the government's need for food safety supervision.The second part is to learn experiences from the major developed countries in food safety supervision, mainly in the United States, the European Union and Japan for example, then according to the basic experience of developed countries, we can reach an enlightenment.The third part is the analysis of the present situation about the responsibility mechanisms of government supervision on food safety. First, case studies, and ultimately provoke thinking from the case; followed by the analysis of the present problems government supervision on food safety; Once again, the reasons of problems.The fourth part is to give advice to establish the responsibility mechanisms of government supervision on food safety. Including building a sound legal system; improve the standard system, inspection and testing system; clear responsibilities, and accountability systems; establish and improve the food emergency early warning and crisis management mechanisms; implementation of food recall and the establishment of retroactive systems.China is in transition period of economic and society. As the rapid development of national economy, how to deal with food safety issues scientifically and effectively, which is a major problem to be studied and resolved, for there is no way to avoid it. In this paper, taking the necessity and feasibility of government supervision on food safety as the background, from the establishment and improvement of government supervision on China's food safety point of responsibility mechanisms, study and solve the plight of China's food safety measures approach.
