With process of industrialization and urbanization accelerates as well as the development in marketing economic, which leads to loss massive farmland and to threaten peasantries'living. At present, the peasant problem is major problem in China, but the key to solve the problem is farmland problem. As a result, improving peasants'income, protecting peasants'interest, strengthening land management, vitalizing land assets in urban and rural areas, improving land use efficiency and protecting cultivated land conscientiously, have very important meanings to the sustainable development of social economy of our country. To realize this goal, we must carry on rational land resource conversing and reconfigure land resource, in order to give full play to the utility of each land. Reasonable land transference is the most effective means that realizes the managing of land scale.There is a widespread problem which becomes controversial dramatically is that how to resolve the contradiction between farmland loss and poverty among peasantries in China. Therefore, there is not only the theoretical significance but also the practical significance to select this subject:study on the questions of rural land transference.JiLin province is one of the best agricultural provinces in China, and most majorities of peasants still remained the traditional family contracted farmland responsibility system and live on the nature. Indeed, such this kind of system was not adapted to development of new marketing. The essay describes features of rural areas in YuShu city to research the questions. Author expects to find the crux and put forward countermeasures. Some suggestions or advices about land transference are offered for JiLin province.The essay is divided to four parts for researching circulation of rural land using right in YuShu city. First of all, I will introduce the background and significant of this research. And also, defining the concept and feature of circulation, as well as conducting research on subject with method of documentary research and relating areas. The first part, the essay analyze the system's weakness for introducing the relationship between farmland circulation and security. Then, the essay would describe the performance of circulation of rural farmland in some pilot areas. Part three, take JiLin province YuShu City rural area as example, the investigation and study having carried out the relevance problem's, has reflected elm rural area land use condition and land circulation condition, has got four factors restricting rural YuShu area land circulation thereby:The first one is some factors between the city and the countryside blocks the transfer of labor force and binds the peasant worker up the land; The second one is land system:land ownership and right exist defects, which can't meet marketing needs of the circulation of land right; The third one is Rural social insurance system:on the base of the main causes of limiting the circulation of rural land right, this article discovers the social security defaults and risks for peasant workers, then, analyzes the restrictions of the circulation of rural land right caused by the social insurance defaults for peasant workers; The last one is Ideas:platform is distempered, which block the circulation of rural land right to come into being. Furthermore, I will take YuShu city for example, to figure out several factors of restriction of farmland using according to local condition. Finally, the essay emphasizes the necessity in circulation of farmland in Yushu city, analyzes aim of policy and researches on disadvantages of circulation, for institutionalization.Otherwise, this essay submits four suggestions for circulation of farmland, and hoping that make farmland using of Chinese rural areas and countryside run even better.
