State-owned assets are the material basis of the national economic development.Management system reform of state-owned assets has been the focus of thegovernment’s work. According to the nature of state assets, state-owned assets can bedivided into three categories: operating state-owned assets, the administrativeinstitutions of state assets and resources of the state-owned assets. Since theestablishment of the nation, state-owned assets management system of thestate-owned assets have been reformed for many times. But the government-ownedassets management system reform was focused on the operational and administrativeinstitutions of state-owned assets, the reform of resources of state-owned assetsmanagement system is seriously lagging behind the needs of socialist marketeconomy. Now, the contradiction between human and environment has beenintensified by the sustained and rapidly growth of economy. The absence of resourceshas been the hinder of the sustained economic development. So, to accelerate reformof the management system is integrant.Since1949, China was "cross the river by feeling the stone" all the time in themanagement of the state-owned resource assets. After decades of exploration andseveral administrative reform, the theoretical system is still weak. Managementsystem is not smooth, and endless conflicts of interest are caused by the system. Theabsence of ownership has been a chronic problem to the management system reformfor a long time. Through the pectination of the reform process, I summed up themanagement system of the state-owned resource assets exists three things:management system is unreasonable, market mechanism is imperfection, legal systemis unsound. The excessively low comprehensive utilization rate and short termbehavior have caused the seriously loss of state-owned assets. As a factor ofproduction, which was used for free for long time, the price of resource assets haslong-term deviated from the standard price system of market economy. State ownership cannot be reflected in the economic sense. The construction of legalsystem was lagged behind management system reform. The pattern of managementaccording to the law cannot be realized. All of the above have seriously hampered thecomprehensive, coordinated and sustainable development of national economy.Eighteenth Congress of the Communist Party has made it clear that "we mustregular the management system of natural resources" and "we must improve allkinds of state-owned assets management system". These have demonstrated thecountry’s determination to deepen the reform of management system. In foreigncountries, there are three models for the management of natural resources:centralizedmanagement, relative centralized management and decentralized management. Butwe cannot just copy the experience of developed countries because there are variousproperty types, which is different from those in our country. Therefore, based on thetheory of property and agency by agreement and the successful experience, this paperput forward suggestions in three aspects with our real national conditions:improve themanagement system, consummate the market mechanism and built the legal system.In order to improve the management system, we must follow these guidelines:establish a unified administration, take the critical management and capitalizationmanagement model; cultivate the market for the equity transaction; improve thedegree of marketization; build the law and regulations system. We must strive toovercome the bottleneck of reform, and improve the management of state-ownedresource assets to a new level. Only by the means can we pish the national economyinto a virtuous orbit.
