Competence and competency model is one of the hot topics in the current human resources management. Chinese scholars introduced competence studying in 90 years last century, proposed a variety of competency model from different levels and are widely used in practice. Scientific researchers are the special groups of research institutions and enterprises and with the scarcity and high professional knowledge. Therefore studying in scientific researcher's competency is beneficial to researcher's performance and capability and to research institution maintaining core competencies. The Geological Exploration and Development Institute is typical institute of petroleum companies combined research and production, so researching scientific researcher's competency is important to achieve development strategy for Institute.The article objected in scientific researcher in Geological Exploration and Development Institute, used literature review method, behavioral event interviews, experts discussion method to find scientific researchers competency factors, compiled the scientific researcher's questionnaires and analyzed the data with statistical software, calculated competence index weight and then built the competency model. Finally the article used correlation analysis and regression analysis methods to validate the competency model.The article gives conclusions of scientific researcher's competency model in Geological Exploration and Development Institute contained three factors about knowledge and skills, business ability, general ability and twenty indicators in all. At last the article expected the application of scientific researcher's competency model in recruitment, training, career planning and other aspects of human resource management activities, and used theoretical conclusion of the study to guide management practices.
