The science and technology has greatly developed from the industrial revolution. It has turned into the import power to push the social productivity's development. The level of the science & technology directly relates to the national power of rising and falling. It has crucial effect that research staffs that are the sciential disseminator drive the development of technology. At present, there are some difference between our level of scientific research and developed country's. If we wish that our country become a great power of the science & technology, even exceeds the developed country, we need fully mobilize the working fervor of research staffs, and further explode their function. The competence feature can distinguish elitists from normal and elitists. These features, which can be measured, consist with motivation, self- concept, and social role etc. Because the competence feature has an important effect on inviting applications for a job, selecting, training, and prompting, so the international research of its features have been deeply developed, and deal with extensive domain in the 1970's. Our research of competence gradually developed.Our object is the research staff in this paper. We apply the way that researches the competence feature, included behavior event interview, and delivering questionnaire.At first, we are respectively going to interview two teams of elitist and normal. Each team consists with ten people. We pack up and analyze these data of interviewing, and apply the t-test and the correlation analysis to build the primary model of the research staff's competence feature. In our research, we prove that the number of interviewing does not affect to the difference of the competence feature between elitist and normal. Otherwise, we find that average value of the competence feature is a steady index by analyzing the frequency, which average value, and maximum of the competence feature.At secondly, we will build component model of the research staff's dimension competence to close questionnaire, and acquire 81 samples. To analyze these samples which we apply the item analysis, to build component model of the research staff's dimension competence, we obtain four dimensions of the research staff's competence feature, involved impetus and action, ability of communicate, psychology, and the factor of exterior capability. Each dimension comprises some competence feature.Basis on studying the staff's competence feature and analyzing the correlative questionnaire investigation, this paper builds a correlative model, which can offer reference to inviting applications for a job, personnel's achievements management, training, employee's developing.
