Recently,it was the work about emergent events of public health, such as Severe Acute Respiratory syndrome (SARS), Bird Flu, the disease prevention after disaster of"512·Earthquake"in Wen Chuan and so on, that exposed many problems in disease prevention and control system, for example public function"Absent",low work efficiency etc . So the construction of disease control and prevention system at home has a long way to go. Strengthening the performance appraisal on the work of disease prevention and control, and the related institutions, which is important to scientifically evaluate the work of disease prevention and control, improve the quality and level of service, drive the construct of disease prevention and control system. Because of the complexity professional and university of disease prevention and control, no matter in practical or theoretical research, people pays little attention on how to evaluate disease prevention and control institution or system objectively. Especially to the internal evaluation of disease prevention and control institution, it is nearly vacancy.This paper takes CD Centers for Disease Control and Prevention as research objective, and analyses its current situation of the performance management, pointed out that the existence of its human resource management system is not perfect, tesponsibilities and rights are not clear, and lack of performance management system. Based on the theories of performance management and relevant documents about the performance appraisal on disease prevention and control system, using research methods such as data survey, literature study, questionnaire investment, professor interview, case study and analytic hierarchy process and so on, analyzing the strategy goals and the current situation of performance management of CD Centers for Disease Control and Prevention, this paper designs a performance management system for CD Centers for Disease Control and Prevention, which both fits the relevant criterion on performance appraisal of disease prevention and control institution, and the strategy of its own. Here we pay more attention on those key link of performance management design, such as job analysis, performance appraisal indicator system design, the main body and period of performance appraisal, and the design of performance management processRecently, CD Centers for Disease Control and Prevention becomes the experimental unit of the countywide work of disease prevention and control. So, in practice, the results of this paper have directive and referential means to other Centers for Disease Control and Prevention; In theory, it is also helpful to do further research on performance appraisal of disease prevention and control field.
