In modern times, the competitions among enterprises will be severer and severer, enterprises want to win, they must rely on talented person's strength, while only scientific and reasonable performance assessment can realize fair and reasonable salary distribution and let the real talents come to the fore. From the perspective of systematic theory, performance assessment has dynamics, opening and continuous improvement, so it is a complex, feedback loops and dynamic adjustment process. The PDCA cycle thoughts and performance assessment flexible information system can help us satisfy these characteristics and realize scientific, efficient, standardized, and reasonable performance assessment.This paper first analyzes researches about enterprises'performance assessment, aiming at the main problems including assessment system is not standard, incomplete, low efficiency and no feedback and so on, PDCA cycle thoughts into enterprise performance assessment system design and performance assessment information system's analysis and design, then using collaborative thought analysis the relation between flexible management system and flexible information system. I find a more suitable method in flexible information system analysis and design by analyzing existing information system analysis and design models and methods, and finally establish a performance assessment flexible information system concept model which can support enterprises to realize performance assessment's standardization, high efficiency and high adaptability target. The main research and work of the thesis include three following respects:(1) In the aspect of theory:this paper analyzes deeply enterprise performance assessment's PDCA cycle model, and illustrates its advantage and systematic nature, and synergetic theory is used in performance assessment flexible information system's theory study, illustrates the necessity and scientific.(2)In the aspect of method:I selected Soft Systems Methodology as a basic analysis method, and by studying the existing soft system method, finally designed a method which is suitable for flexible information system analysis and design-Flexible Oriented Framework Integration Method.(3) In the aspect of practice application:Based on the researches on existing enterprise performance assessment information system, I summarize its joint process and module, according to the front design method, using A company as the background, design a performance assessment flexible information system model, which can provide to the reference enterprise performance assessment informatization.
