China's urbanization is in the accelerated period, city has become China's main part of national economic and social development, and become the main area for the coordinated development of economic, social, population, resources and environment. The rapid development of urbanization has become the issues of common concern between the scholars and the government. But we see today on the "urbanization" of the concept notes, and advocated he concept of policy-oriented, be interpreted into a top-down, the economic movement on an unprecedented scale. Its advantage is to reduce the government's commitment to the cost of urbanization, and ensure sustainable livelihoods for the villagers, to build a platform for the transformation from peasants to urban residents; the defects is the appearance of their cities and the rural economy is not a unified core, the conflicts between economy citizens and political farmers, as well as the collective economic burden is too heavy.
