Optimization for the GSM network is a complex technical project. The progress is time consuming, expensive and multi-faceted, which involves many indeterminate factors that often risk the progress of the project. Hence, the risk management for network optimization projects is indispensable.In this paper, we discussed the identification, analysis, evaluation and prevention for the potential risks lie in the project. Then we propose a systemic and programmed risk management method, which is consisted of several multi-stage dynamic closed-loop subsystems. The management method is able to provide risk manager with the newly updated information, so that the manager is able to make judgments and adjust the plan. Hence, these closed-loop dynamic adjustments minimize the risks. After that, by analyzing the plan, the execution and experiences, we propose solutions for the practical problems.The contribution of this paper is that, it summarizes the GSM network optimization project for province level branches of China Unicom.
