Talent resource is the most valuable business asset of an enterprise, but also an important base forming the enterprise's talent competitiveness, which to a large extent determines the enterprise's overall competitiveness. In recent years, SMEs in China has been rapid growth and played an important role in promoting national economic and social development. However, because of a series of unfavorable external environmental factors and their own conditions, the talent competitiveness of SMEs is weak, which affects their operating performance and is not conducive to their healthy and sustainable development in future. Thus, to make in-depth study of evaluation and cultivation of the SMEs'talent competitiveness is of great significance.Based on an analysis of the connotation and structural elements of the enterprise's talent competitiveness, this article firstly establishes an evaluation index system of SMEs' talent competitiveness systematically and determines the indexes'weights with modified AHP method; Secondly, according to the fuzzy characteristics of evaluation information, it constructs a model for evaluating the SMEs'talent competitiveness by applying fuzzy comprehensive evaluation method; Thirdly, in view of the factors influencing the cultivation of SMEs'talent competitiveness, it makes up a triune system for fostering SMEs'talent competitiveness, including government, markets and enterprises, and proposes countermeasures with strong pertinence and operability according to the features of the main bodies; Finally, it makes an empirical study of A company with good representativeness. On the one hand, the research results can further enrich and develop the related theoretical research, and are of certain theoretical reference value. On the other hand, they are of higher directive significance for the relevant government departments and social institutions to make supportive policies scientifically and for SMEs to foster their talent competitiveness, so as to promote SMEs'better and more rapid development and social harmony.
