The New Rural Cooperative Medical System In The Implementation Of Information Communication

It has been 50 years to carry out the rural Cooperative Medical System(CMS)in China.The traditional rural cooperative medical care was the pioneering work groped in the battle between peasants of new china and diseases,indeed,it offered the low-level guarantee for the deficiency in medicine during a specific period and became the characteristic component of the Medical Security System in China.However,from 1980s,especially 1990s,only a few developed rural areas in the east coast of China insisted on the cooperative medical care,the traditional rural cooperative medical care was weaking and disintegrating gradually.Accordingly,at the beginning of 2003,a new-round of the the rural Cooperative Medical System(CMS)was initiated in our countryside,regardless of the original design intention of this system and the practical effects.However,it was an undeniable fact that the new rural Cooperative Medical System(CMS)had encountered various problems in the course of practice,even the institutional bottlenecks.How to overcome the bottlenecks has been of great importance for further promoting the implemetation of the new rural Cooperative Medical System(CMS).Therefore,there were different views on it in the academic circle.The paper aimed at overcoming the institutional bottlenecks for further promoting the new rural Cooperative Medical System(CMS),comprehensively employed knowledge of some disciplines,such as public administration,management communication,information communication,and so on,and analysed the problems about information communication in the implementation of the new rural Cooperative Medical System(CMS).The paper believed that the root cause to the problems in the implementation of the new rural Cooperative Medical System(CMS)was short of information communication effectiveness.Based on this,the paper fashioned multi-level frameworks in the information communication system,like communication body, communication content,communication channels,and communication ways,on the basis of theoretical analysis of information communication effects on the implementation.Moreover,with the help of this systematical frame,the paper comprehensively analysed problems of many aspects existed in the implementation of the new rural Cooperative Medical System(CMS),such as,communication consciousness,the orietation of communication content,the construction of communication channels,the application of communication ways and communication effects,and so on.Besides, aiming at a serial of communication problems,the paper integrated the basic bodies of the information communication in the implementation of the new rural Cooperative Medical System(CMS)and analysed three reasons,i.e governmental communication responsibilities,peasants'abilities to communicate,and the communication will of medical institutions.Last but not least,the paper put forward relevant solutions to these problems and reasons,including,improve the information communication cognition of communication bodies;enhance communication effectiveness;exert the government guidance to communicate;completely integrate existing resources;construct the three-dimention information communication mode in the implemetation of the new rural Cooperative Medical System(CMS).
