The cultural industry is a sunrise industry in the 21st century, while the investment and financing problem is an important issue which plaguing the rapid development of China's cultural industry. Therefore, it has important theoretical and practical significance to research the issue of investment and financing of cultural industries. Foreign countries have a relatively complete market economy system and developed financial system, this is a very important factor in solving the problem of investment and financing of cultural industry. Under the impact of the traditional economic system, the form of financing system of China's cultural industry is very single, this has seriously hampered the rapid development of China's cultural industry.Xi'an cultural industries also face serious investment and financing issues, how to find a suitable investment and financing road is a major problem that related to the healthy and rapid development of cultural industries. Based on foreign investment and financing experience in the cultural industry, the fifth chapter proposes the diversification form of investment and financing and the corresponding promotion of countermeasures of cultural industries in Xi'an. Finally is the summary and prospect of this article.This article take the view that the diversification form of investment and financing of cultural industries in Xi'an should following the next four aspects:First is the diversification of investors, it means that all the government enterprises and individuals should participate in the cultural industries, also these investors should increased interaction and cooperation; Second is the diversification of financing channels, optimizing the financing structure of the cultural industry, exerting all the effect of direct financing and indirect financing role; Third, we must consider the different stages of cultural enterprise, and take different forms of investment and financing; Fourth, we should establish Investment Fund and security agencies to develop cultural industries. The measures that promote the diversification investment and financing of cultural industries in Xi'an is divided into three areas:First, the government should create a good investment and financing environment, enlarge the strength of the direct investment in cultural industries, take the lead in the establishment of investment funds and provide protection of financing for cultural enterprises; The second is to attract private and foreign investors to invest in cultural industries, in order to expand the invest corpus; The third is to strengthen the relationship between cultural industry and capital markets, in order to expand financing channels of cultural industries.
