Research On Investment And Financing Support Policies To Promote The Development Of National Cultural Industries

Since the beginning of the new century,the standard of living has been continuously improved,and the consumption demand of people has gradually increased.The market demand for cultural and creative products has been increasing.As a multi-ethnic country,was focused on the situation of China's ethnic cultural resources in ethnic minority areas,but due to lack of industry investment and financing support,leading to the development level of national cultural resources shortage,poor quality of cultural products,has a long history,many worthy of mining national culture industry,the lack of adequate funding to support.At the same time,in the crucial stage of economic transformation,facing the overcapacity of traditional industries and the insufficient supply of new industries,it is urgent to find new economic growth points.Therefore,it is one of the key issues to promote the healthy and sustainable development of the minority culture industry and optimize the industrial structure by vigorously promoting the construction of local policy investment and financing.Although the national cultural industry has always been the focus of academic research,most of the literature focuses on a specific cultural industry,starting from the impact of cultural industry investment and financing factors.Few researchers have opened the policy support angle of view and explored the current situation of investment and financing policy and the direction of improvement.The list of previous literature,the investment and financing policy support is not refined enough,lack of systematicness.Therefore,this article takes Keynes' s theory of investment,bond financing theory,effective market theory,selection of Xishuangbanna minority culture industry as the object,the history of the cultural industry combing the area support policy,policy analysis present situation and points out the problems,combined with the international development experience,put forward the optimization suggestion.The study found that the Xishuangbanna national cultural industry investment and financing policies are inadequate in the formulation,implementation,research and summed up the fundamental reasons of these problems,the deep reasons for these problems and hidden behind the article,by referring to advanced experience of western countries,and put forward the corresponding countermeasures from five aspects: One is the top design and planning from the two aspects of budget adjustment,investment channels to strengthen the innovation of cultural industry investment and financing policy.Two is from the cultural industry investment and financing access,intellectual property protection,market mechanism adjustment of these three aspects,improve the cultural industry investment and financing of local laws and regulations.Three,from the support of public welfare,facilities industry,drive technological innovation,product upgrades and other aspects,further emancipate the productive forces,and promote the deepening reform of the national cultural industry.Four,from the angle of optimizing the industrial structure,strengthening the training of industrial talents,and formulating the cultural and security policies suitable for the characteristics of ethnic regions,they can be combined into an effective joint force.Five,through the establishment of national cultural service demonstration platform and government propaganda platform,to help the development of cultural industries,strengthen public service development,promote resource sharing.
