The relationship between ruler and scholar leads to the prosperity of the state of Qin and the adversity of other states. It provides the stage for the talent flow in Warring States periods, which is the characteristic during this period. Shuttling among countries, the imperative talent—political reformers, diplomats and military commander, they meet and discuss fiercely, transmitting their ideology of reform to their monarch, or seeking interests for their own or attacking the cities. Without doubt, the talent flow in Warring States period will influence the reform of government and the course of history.
