The research on the bureaucratic establishhment in theperiod of Reform instituted by Wang Anshi has always been the weakpoint in the study of Song Dynasty.The research object of this thesis isthe two organizations── Zhi Zhi San Si Tiao Li Si and Si Nong Si,established during Wang Anshi' Reform. It aims to fill the gaps in theacademic research in this field.This thesis includes two chapters. The first one puts forward manyvaluable views on the basis of Zhi Zhi San Si Tiao Li Si's research. Forinstance, Wang Anshi establishes it in order to avoid the interference, toaccelerate reform efficiency and to train qualified reformers. Theestablishment of Zhi Zhi San Si Tiao Li Si successfully excludes thesenior officials even the prime minister from the reform While it alsoprovides the very excuse for the opposition faction. At long last, it causesits defeat .In regard to the training of qualified reformers, Zhi Zhi San SiTiao Li Si is not fully successful. It can be clearly testified by the fact,that half of the sixteen administrative officials in Zhi Zhi San Si Tiao LiSi begin to figh against the reform at last.The second chapter puts its emphasis on the research of Si Nong Siduring the reform period. The author makes some conclusions of mostsignificance: In the early stage of Northem Song Dynasty,the occupationof Si Nong Si bas much spare time, so after banning Zhi Zhi San Si TiaoLi Si, the New Reform is well transferred to Si Nong Si. The officials inSi Nong Si often hold many important posts concurrently, which greatlyenhances the roles of Si Nong Si. In addition, it also shows that WangAnshi puts the reformers in key positions.
