As an industry, the existence and the development of Chinese pre-war films were focused on industrializing the production and management of the films. As the most prosperous city in pre-war period of China, Shanghai had prepared the elementary conditions for the film industry to exist and develop, which resulted in the fast development of the Chinese film industry during the 1920's and the 1930's. Based on the development of the Star Film Company, this article discusses the main reasons for the fast development of the Chinese film industry during the 1920's and the 1930's and analyzes the development features of the Chinese pre-war film industry during different periods before World War II. This article also points out that Chinese films with commercial purposes had a very close relationship with other popular entertainment forms. Thus it formed the concept at the level of the common people which was guided by the market. Furthermore, most of the film companies paid much attention to the utilization of the management strategies when they strived for survivals and development in a competitive market.
