In recent years, the problem of "the Universal Ethics" has been heatedly argued in academic circles. Therefore, in the first part, this paper reviews the social and cultural backgrounds as well as current researches about "the Universal Ethics". In the second part, the author separately criticizes the possibilities of "the inductive Universal Ethics" and "the theoretical Universal Ethics" with dialectical method and positivist way. To the former, its theoretical premise, research way, the so-called "Base Ethics" and the roles of the ethics rules are to be criticized; to the latter, some people ' perspectives such as globalization, abstract human nature, discourse way, as well as "Confucian Ethics can be popularized." are to be refuted. And this paper holds such a view that it is obviously impossible to draw up a set of rules fit for every nations, even for every person, let alone obey them, especially in the world characterized by politics diversities, economics differences and culture varieties. So such a conclusion can be drawn that in terms of "the Universal Ethics", neither "ought to be" nor "to be" is possible no matter in theory or in practice.In the last part, the author puts forth "the Global Ethics of Consciousness" as our possible goal, meanwhile tries to demonstrate its necessities, possibilities, features and significances. I think this is the developing of the paper.
