With the development of web-based TCSL, the demands on the guarantee of the quality are increasing with time. Quality of the teachers is playing a more and more important role in web-based TCSL. However, at present neither research nor practice on the evaluation of the teachers in web-based TCSL hasn't been attached enough importance.The first part of the paper introduces the actuality of TCSL and web-based TCSL and analyses the background knowledge and significance of this research. Then points out that the faultiness and distempered ness of quality guarantee system of web-based TCSL has brought great embarrass to it.Chapter 2 introduces the theory in point, including the lodestar of the evaluation of the teachers, methods of evaluation of teachers, the technique of framing the guideline system and designing its weight system; After introducing the actuality of the research and practice of evaluating foreign language teachers, teachers of TCSL, web-based teachers, the article points out the aspects both can be used for reference and need to be proved.Chapter 3 regulates the subject and object of the evaluation according to the characteristic of web-based TCSL. Then we fax on the target of evaluation based on analyses on the content of the evaluation of the teachers in web-based TCSL. Afterwards, we devise the system of evaluation guideline by forming the rude hierarchy frame, filtering and adjusting the guideline, and then confirming the guideline system of the evaluation of the teachers in web-based TCSL finally, which including teacher evaluating itself, student evaluating the teacher, teacher evaluating the craft brother, leader evaluating the teacher, and the system recording automatically guideline. First four those are composed with solving the evaluations of organizing of teaching, students' homework, providing of assistant studying material, organizing examination to the students, and communicating with students.In chapter 4, the mode of this evaluation is designed by analyzing the requirement. We design the model of the evaluation of the teachers in web-based TCSL with it by setting up the judging matrix, devising the single levels taxis; verify the consistency ofthe single levels matrix, devising the whole taxis of the model. Then, we design the comment system comparing the degree the objects achieve according to the administrative levels system of the evaluation guideline.Chapter 5 discusses the technical part of the system. The system includes four modules namely student, teacher, leader, administrator, and the recording automatically the system. Students may evaluate the teachers who teach him; teachers can evaluatethemselves, skim his mark and evaluate other teachers; leaders can evaluate the teachersand browse all the information of evaluation. Administrators can decide the subject,object, model, table, time to start and end of evaluation, and browse all the information of the evaluation.Because the system is devised to fit the actuality of web-based TCSL, the ment theory of web-based TCSL is developing quickly so the method and guideline system must be transformed constantly. We hope to arouse the attention to quality guarantee system of web-based TCSL with our research, to make the web-based TCSL develop healthily in order.
