The thesis intends to analyze and expound the question of the National Government punishing and suppressing corruption during the War of Resistance against Japan ,and the main body amounts to five parts.During the War of Resistance against Japan ,because the military discipline of the Guomintang's troops and the governmental discipline was lax, the behaviour of taking bribes , corrupting and degenerating could be found everywhere, administrative efficiency and fighting capacity of troops was very low ,the corruption of the Party conduct and the government conduct followed the old routine, and had the trend to go from bad to worse. This, on the one hand ,brought about criticizing and condemning of press circles, on the other hand, intimidated the interests of ruling class and its own image.In order to adapt to the objective environment in unusual period and clarify official administration to guarantee to carry out the War of Resistance against Japan successfully, Guomintang and Chiang Kai-shek pledged in all sincerity, resolved to "rectify official circles and renovate official administration." During the War of Resistance against Japan, in all the previous National Congress and Plenary Session of the Central Committee, Guomintang approved and adopted political resolution, which made some principled regulations on punishing corruption and eliminating embezzlement. In order to "clean up official circles and warn corrupt officials", the National Government one after another issued and implemented some decrees and measures, for example ,the Wartime Discipline of Troops, the Provisional Regulations of Punishing and Suppressing Corruption , the Decree of Rectifying Official Administration , the Regulations of Punishing and Suppressing Corruption, etc, enhanced the status of the Control Yuan ,strengthened its supervisory function, and established the National Participating Assembly that had supervisory function. The above-mentioned systematical instructing and operating that the National Government punished and suppressed corruption had a positive effect on bottling up embezzlement and suppressing corruption , truly punished many corrupt officials and officers who violated military discipline ,on one occasion made official administration of the National Government take on a new look to some extent, which...
