Shandong Province, Agricultural Co-operative Movement The Whole Story

The agriculture cooperative movement is an exploration and a test that the Chinese Communist Party wishes to lead her peasants to the good socialistic future. How to value the movement is always a hot topic in the theoretical and historical circles. It also benefits the new-type agricultural cooperative economy and "The Main Issues Concerning agriculture, Countryside and Farmers". The agriculture cooperative movement of Shandong province is a representative. And in a way it can be regarded as the epitome of the whole complexion. In the paper, I am the first to systematically descript the historic process of the agriculture cooperative movement in Shandong . Not only do I describe the process of governing or control and administration, but also I pay attention to the execution of the public policy.The paper consists of four parts.The first part I discuss systematically the origin and the background of the movement.The second part makes a historical retrospection on the process of the agricultural cooperative movement. According to the evolution of the CPC attitudes towards the agriculture cooperative movement and three main forms of agriculture cooperative movement, the whole process can be viewed as three stages: the initial establishment of the agriculture cooperatives, the stage of full-scale development and the stage of upsurge.The third part acknowledges the success of the movement, summing up its achievements from the standpoint of the founding of the new agricultural system, of the consolidating of political power and industrialization. Also makes a detailed analysis of the failures of the movement. As a result, some experience and lessons are drawn to provide the construction of the agricultural modernization with useful and helpful suggestions.The paper finally makes a full evaluation about the historic influence of the agricultural cooperative movement.
