The study focusing on the policy to Tibet, where the special culture, tradition, geography, religion, history and social life style is distinguish from other regions, during Nationalist Government, is a hot point in today's academic circles, many scholars view from different research vision and let a hundred flowers blossom, let a hundred schools content. In this thesis, the author attempts to emphasize the important period. Attention is paid close to key issues, Re-studying and evaluating the policy, the author analyzes the significance and limitation of the policy, and confirms existence and realistic response of history, There are three chapters to express the opinion in this article.The first chapter mainly states the critical situation, which the national government at the beginning of establishment faced, and the development of Tibet, such as politics, economy and social state, and the conflicts between Tibet and the Central Government, emphasizes the importance of objective elements during the process of making and adjusting the policy. Under the difficult circumstances, how to solve the emergency accidents and affirm the original principle is the remarkable feature of the policy in this stage.The second chapter touches on the relatively steady and positive policy of the national government how to adopt the most equitablesettlement of the issues between the two sides. It is the key content in this article. Practice and operation in the important historical issues mainly includes those aspects: setting up the organization in the administrative frame, seeking the effective way to solve the problem actively, dispatching HuangMuSong to Tibet to hold a memorial ceremony after the 13th Ta Le Bla Ma parinirvana, and doing WuZhongXin to Tibet to hold a memorial ceremony when the 14th Ta Le Bla Ma is ascending the seat of honour. And Huang consulted with the important officers in Tibet. In the third chapter, the author sets forth the view of the policy, appraises the policy objectively and justly, dialectically rather than pays more attention to the fixed factors. Reconsidering the significance and the effects of the policy is the main purposes because it will benefit the development of both sides in the future and give us reference to formulating more reasonable policy.
