Anti-dumping litigation is a collective action essentially and has nature of collectiveaction. The product which it provides are collective interests which can be shared by all theexport enterprises in the same industry of export country. The resources which needprotecting are shared resources of export enterprises in the same industry of export country.We pay attention to anti-dumping litigation because of the problem——use of sharedresources. If we think resources under quota system as shared resources in all the exportenterprises of the same industry of export country, there is a collective action difficultposition of over-holding and over-using shared resources. "Free-riding" problem exists.The paper uses industry association and a Observable multi-stages dynamic game to discussthe export enterprises try their best to litigate or free-ride under supervision andpunishment of industry association or not.The discussion suggests, the enterprises preferfree-riding under non-supervision and non-punishment. But they prefer litigating undersupervision and punishment. Finally, through analyzing several anti-dumping collectivelitigation cases, thesis validates the conclusion which has been drawn in the model.
