Yuan Shikai is a key representative of China's early modernization,the actual leader of China's self-improvement movement after Zeng Guofan,Zuo Zongtang and Li Hongzhang,and an important figure in the period of social transformation in the late Qing Dynasty and the beginning of the Republic of China.In the late Qing Dynasty,he joined the army in Dengzhou,stationed in Korea,and way station training so as to govern Shandong Province and Zhili Province,practiced in key posts for a long time,had a certain experience in politics,broadened his vision,especially when he was a governor of Shandong Province,and became a great official in the feudal areas.It has made important contributions to the early modernization of China's politics,economy,military and education,and led the trend of the times at that time.In the long-term administration and practice of employing personnel,Yuan Shikai's unique thought of employing personnel gradually formed.Yuan Shikai,as a character in the period of transition from tradition to modernity,has also been branded with the brand of the times.His thought of employing personnel is also the product of the combination of tradition and modernity,which has both the characteristics of Chinese traditional employing personnel and the characteristics of new talents for the early modernization of China.In the process of pursuing power,Yuan Shikai,a high-ranking official of late Qing Dynasty,laid a foundation for his step-by-step political position,and paved the way for him to achieve important achievements and win the highest power in the early years of the Republic of China.What can be seen is that the Beiyang Group,with Yuan Shikai as its core,played an important role in China during the transitional period of social transformation.In addition to the introduction,this paper is mainly divided into six parts:The first chapter mainly writes the growth course of Yuan Shikai and the trend of early modernization in the late Qing Dynasty.Specifically,in the course of Yuan Shikai's growth,the influence of the generation of his family as official was the prerequisite for his thought of employing personnel,and his early experience of joining the army,stationed in Korea,and way station training was the early embryonic form of his thought of employing personnel;His personal ambition was the subjective conditions for the formation of his thought of employing personnel,and the trend of early modernization in the late Qing Dynasty and the coping of changing talents was the objective factors that affect his thoughts on employing personnel.The second chapter mainly combs Yuan Shikai's employment group and its expansion.Yuan Shikai's official experience in the late Qing Dynasty was divided into four periods:stationed in Korea,Way Station Training,governing Shandong Province and Zhili Province.The author thinks that the period of stationed in Korea was the beginning period of Yuan Shikai's career and the initial fonning period of employing group,the period of way station training was Yuan Shikai,s first expansion period on the basis of Korean employing group.The period of governing Shandong was the period of rapid development of Yuan Shikai's employing group,and the period of governing Zhili period was Yuan Shikai's all-round expansion period,and it was also the period of the formation of Beiyang Group at the end of the Qing Dynasty.The third chapter mainly combs Yuan Shikai's employment practice in the period of governing Shandong Province.We mainly pay attention to his practice of expanding the Wuwei right army,suppressing Boxer Rebellion,dealing with foreign negotiations,winning political reputation,supervising river workers,participating in the Mutual Protection of Southeast China and starting the early modernization of Shandong during the period of governing Shandong.The fourth chapter mainly combs the employment practice in the period of governing Zhili Province.These include receiving Tianjin,safeguarding sovereignty,establishing patrol police,maintaining public order,refonning the military system,training the new army,advocating industry,developing economy,building railways,recovering rights of profit,abolishing imperial examinations and promoting education.,and so on.The fifth chapter mainly expounds Yuan Shikai's thought and characteristics of employing personnel.Based on the employment practice of Yuan Shikai in the period of governing Shandong Province and Zhili Province,and compared with Zeng Guofang and Li Hongzhang,the author sums up the employing thought and characteristics of Yuan Shikai,included attaching importance to talents and acting only with talent;connecting with Kindness and benefit and coercing talents;attaching importance to schools and cultivating new talents;rectifying the administration of officials,carefully selecting and re-educating;breaking down the field of distinction and inclusiveness;not having to be private and not concerned about personal feud;respect for the wise,friendly to others;both virtuous and meritorious,and absolutely obedient.The conclusion summarizes Yuan Shikai's official experience,employment practice and thought in the late Qing Dynasty,analyzes the important role played by Yuan Shikai's employment thought in the process of the rise of Beiyang Group,and gives him a more objective evaluation of his employment thought.
