Self-government had ever been an important composed parts of Bourgeois Constitutionalism governments of lately Qing Dynasty. The division of self-government region made a great effect on the practice of self-government policy, especially the division of cities, towns and villages. But the process of division of self-government region was very disordered in Suzhou Area. In some places, the practice of division even caused argues. There are three reasons for the argues: First, the policy of division was imperfect; Secondly, some policies were not made at the same time; Lastly, the town during Ming and Qing Dynasties was not the modern administrative region and the status and region were undefined.
