During Japanese Invasion, the National Government attached great importance to weaponry of the army. It can be divided into two stages: 1. peacetime construction from September 1931 to July 1937, during which the National Government, based on the weapon construction of its early years, imported a great deal of weapons from Germany on one hand, and seek to be self-sufficient on the other to meet the requirement of the reshuffle of the army and anti-Japan War; and 2. war-time construction from July 1937 to September 1945, during which, with the foreign aid, imported and domestically made weapons, the National Government managed to maintain the level of weapon construction to reach the need of the army.
