Debt problem derived from the borrowing of the Czar and Kerensky governments, it began from the abolition of government bonds decree, developed through 1920's-1930's era and ended during the World WarⅡ. It has always been accompanied with the development of relations between the Soviet Union and the United States, Britain, France. This paper is in time order, through the presentation of the debt problem between the Soviet Union and the United States, Britain, France during the 1920's-1930's to explore the reasons of the debt problem for the end to nothing.There are four chapters:The first chapter introduces the origins of the"debt problem". As the Soviet Russia government issued the decrees of the abolishing government bonds, implemented the nationalization policy, the interests of the capitalist countries had been lost, which resulted in the debt problem.The second chapter introduces the initial negotiations between the Soviet Russia and the signatory countries at the Paris and Genoa and the Hague Conferences in the early 1920's. During these periods, the Soviet Russia and the signatory countries carried out a wide range of contacts. However, due to every country's individual sinister designs, the initial negotiations ended.The third chapter introduces negotiations on the debt problem between the Soviet Union and the United States, Britain, France in the late 1920's. The Soviet Union established the diplomatic relations with Britain at first and then negotiated to settle the debt problem, in order to set an example for other countries. There is a great development on the debt problem between the Soviet Union and France. However, for various reasons, the relations between the Soviet Union and the United States had not improved, the two sides can not resolve the debt problem any more.The fourth chapter introduces negotiations about debt problem between the Soviet Union and the United States, Britain , France from 1930's to the outbreak of the World WarⅡ, explained the final outcome of the debt problem. In the 1930's, the international peaceful surroundings were deteriorating gradually and the new World War was emerging. After the establishment of diplomatic relations between the United States and the Soviet Union, both sides committed to the debt problem, but with the changes in the international situation, the debt problem ended without any progress. France kept in step with Britain to implement the policy of appeasement and ultimately the two countries plunged into the World WarⅡ, no longer able to resolve the debt problem. The Soviet Union was a major force in the anti-fascist war, and received sympathy and support from the Britain, United States and other countries. That is the reason for debt problem for the end to nothing.
