Expansion has became a logic in development of the superpowers, and is important measure from small nation to bigger nation to superpower. U.S.and Soviet Union are two living expansive history. They can became two first superpower in the world with external expansion. During the Cold War Era, Amerian and Soviet Union's external expansion and the the expansion of the traditional great powers do not distinguish between the nature of all for the sake of national interests, both of them like to use the military as a means of external expansion. Meanwhile, which is also mixed with the top leaders of the personal factors. But, there are some different between American external expansion and Soviet external expansion. During Cold War Era, American external expansion has became political expansion from economical expansion; Soviet Union continue to take political expansion by the name of "Interenational revolution ". However, due to their different political structure and external decision-making mechanism, in external expansion, American political structure has stronger self-regulating capacity and flexibility, therefore,its external expansion showing a wave-type fluctuations: a strong national strength, the positive external expansion; it has to tactic shrink when it has became weaken. The Soviet Union should be based on the fact that socialist countries, promote world peace and safeguarding world stability and promoting common development of all countries in the world., however , it had inherited Chauvinism to actively carry out activities of external expansion. Due to Soviet Union's political structure is relatively ankylosis and empty of elasticity , its external decision-making mechanism is oneness, meanwhile, it overlooks people to participate in external decision-making, with the result that the expansion of its external activities showing a parabolic fluctuations, and ultimately become a catalyst for disintegration of the Soviet Union.
