The Research On Financial Support Policy For Henan Province’s Cultural Industry

China is on the crucial time on the economy in transition currently. Secondary industries include the mining, manufacturing and power sectors are facing the problems of overcapacity, but the culture industry which is seen as the most potential industry in the 21 th century that has been keeping a good development momentum. With the increasing emphasis on global pollution and the construction of ecological civilization, the culture industry is easily obtain support from government by its unique advantage of environment-friendly, low consumption and high income.In recent years, Henan Provincial government has adopted a series of measures to help promoting the culture market and create a wonderful environment at the needs of the times and the central government. For these economics reform, the culture industry entered a new stage of development in Henan Province.Although the culture industry has maintained a good momentum of development, there is still a big gap between the real and the objective of “culture province”, because the culture industry in our province starts late and the cultural enterprises are shortage of money.But we can get some experice from the developed countries on how to use the government to promote the culture industry. Generally speaking, there are three modes in the developed countries on supporting the culture industries. First it is the American style that stressed the role of market. The second is French model which emphasize the importance of the government’s guidance. Besides this, the last one is Korean mode that it combines the market and the government policy together. Those three modes of support policy on culture industry have a great inspiration to Henan province. However, due to the characteristics of “asset-light” in the cultural industries, it is difficult for the culture enterprises to obtain financial support from the financial market. In addition, the culture industry in Henan province starts late, so the contribution to the national economy fron the culture industry is far lower than the developed countries.The financial industry and the culture industry will benefit each other. On one hand, the culture industry in Henan province needs the financial support, on the other hand, with the overcapacity and falling profits in heavy-industry, so the financial institutions have to develop new business. Therefore, the government play the role as a medium for the culture industry and the financial institutions is very necessary.In this paper, both the domestic and foreign literature are studied, drawing on results of previous studies. Mainly to study the key problem of financial support policies in Henan province. Also combining the theoretical and the practical problems and summarize the scholars’ research on the culture in dustry’s financial support policies, which makes the research and writing ideas more clearly. What’s more, there are also have a econometric model to analyze the relevance between the culture industry and the economic development that providing a date evidence for the government to support the culture industry. Finally,compare the financial support policies between the developed countries, find out four problems in Henan province’s culture industry, they are financial support policies exist lag, financial institution credit policy and the culture industry policy mismatch, the market lack of professionals and lack of larget enterprises in culture industry area. At last put forward four proposals to solve the problems.
