Culture plays an increasingly significant role with the development of human society. The Cultural Productivity Theory is the natural fruit of today's human civilization, which features the rapid development of global new economy. China's reform and opening-up has given rise to enormous changes not only in politics and economy, but also in cultural patterns and cultural development. Once simply seen as a social welfare, China's cultural development has now been on the track towards both a market-oriented industry and a public-oriented social undertaking. The Cultural Productivity Theory has drawn more attention as China's culture market opens wider to the world and the knowledge-based economy gains more importance.The Cultural Productivity Theory further develops Marxist Productivity Theory. In the first half of the nineteenth century, Liszt emphasized the importance of mental power and mental labor force, and Marx elaborated on the mental productivity. Their insights have laid theoretical foundation for our understanding of cultural productivity. The research into the practice and theory of cultural industry is in full swing in Western countries, and China, too, began to advocate the development of cultural productivity at the beginning of this century, signifying a nationwide in-depth discussion of the Cultural Productivity Theory. The development of cultural productivity is consistent with that of economy and the people. Cultural productivity can be defined as the integration of cultural production and cultural service in real cultural practice. Cultural people is the subjective factor of cultural productivity, cultural resource the objective factor, scientific means and thinking mode the media factor, and cultural industry and undertaking the external manifestations. Cultural productivity is the core of national soft power. Cultural undertakings are related to the welfare a government provides for its people, while cultural industry is the indicator of the development of cultural productivity.Since the reform and opening-up China has been attaching great importance to cultural productivity, making breakthroughs in recent years. However, China evidently lags behind developed countries in terms of the general level of cultural productivity. This is caused by the following facts: people's poor awareness of cultural productivity, low development level of cultural productivity, lack of momentum of cultural productivity development, rigid and obsolete cultural managing system and operating mechanism, irrational cultural structure, and unsound market and legal systems. Given the background of economic globalization, China should stress system innovation, deepen cultural system reform and further develop its cultural productivity, so that Chinese culture can be enhanced and really go global. To develop China's cultural productivity entails the combination of relevant experience of developed countries and China's own situation, thus making a unique way for the development of China's cultural productivity.Thanks to its prolonged and bright civilization, China is a country of unique cultural characteristics. The uniqueness earns China a place on the world stage. China should bring its advantages into full play and establish its cultural brand so as to further its cultural industry. An overall plan for development of cultural industry in the long run should be formulated; this industry should be stimulated through the improvement of China's cultural policies. Legal means should be employed to oversee the development of the industry so that it can be developed on a legal and sound track. All justifiable efforts to innovate the cultural system should be stressed and encouraged. The combination of external experience and internal conditions will help China develop its cultural productivity with its own characteristics, so that the economy, society and human civilization can be developed in a faster and better way.
