The history of the world narrated by Marx is a stage of the history which is based on the manufacture and market economy since modern times and formed with the natural association of world market. The time before the history of the world is called the regional history. Only by fostering the strengths and circumventing weakness of the history can human beings surpass the history of the world and enter the stage of history—communism, in which people conscientiously create the history of themselves. This is the Marx's theory about the history of the world. The conception of human rights mentioned here which emerged in the stage of the history of the world is closely related to the formation and development of the history of the world. If we want to wholly understand the problem of human rights and draw reference from it for the construction of the socialist human rights in our country, it is necessary for us to set the problem on the background of the stage of the history of the world and make a historical analysis on it.The conception of human rights is the product of bourgeois revolution against the feudal autocracy. It is also a powerful ideological weapon that the bourgeoisie have against the feudalism. In the history of human beings, it is the first time that the theory of human rights has exalted the value and position of human beings to such a high rank that even surpasses the God. In the theory, it requires the development of man's personality, the respect of man's rights, the defense of man's dignity and the guarantee of the liberty of man's thoughts and wills. In other words, the human beings have been liberated from all kinds of trammels. And that is the progressive aspect of the conception of human rights.The human rights not only mean the citizen's political right, but also include the economic right, social right, cultural right etc. Among them, the rights of living and developing are most important. The human rights consist of individual rights and collective rights. All the human rights exist on interdependence and can not be separated. The problem of human rights is an affair within the range of sovereignty. It is always prescribed by the national laws, in accordance with which the rights can be implemented and protected. Every country has the right to be independent in handling its problem of human rights according to the sovereignty without any intervention from outside. By formulating policies and measures from the aspects of politics, economy, society and culture, a country can fulfill its human rights. And a country also can provide relief to the people suffering from the invasion of human rights through the measures of national legislation, judicial protection and administrative intervention. The international protection of human rights does not mean that the problem of human rights is beyond the range of sovereignty, and it can not be used as a pretext by some countries to intervene in the internal affairs of others. Because the problem of human rights is a part of internal affairs of a country, it is unreasonable that the West wantonly intervene in the internal affairs of other countries on the excuse of human rights. Such a kind of behavior embodies the essence of the West—hegemony and power politics. In accordance with this, we should strongly deliver a counterblow against the unreasonable accusation and attack on human rights from the West and build up our own human rights toward the future.This article aims to point out: The conception of human rights advocated by the West belongs to the category of the history of the world, and it is of distinct limitations of class and history; it is a kind of service that only offers to the capital owners; it is not the same meaning of the general human rights in which all human beings are taken into consideration; it is just a kind of human rights only enjoyed by the bourgeoisie; in fact, the " double standards" of the international human rights problem held by the West is actuated by the interests of their class, so it carries a strong ideological flavor.
