Located in Chinese northwest border, Xinjiang is very important in the modern international and domestic strategic position. But Republic of China has fully achieved effective control in the 1940s. After taking control this area, the central government takes a series of measures to adjust the ethnic relations, and draw on the political system of modern Western nation and national integration. This was reflected in two aspects:First, the national government described in the theoretical level as the relationship between nation and state, built up the development of modern nation-state model; Second, through modern national education, the national government train the whole ethnic groups in Xinjiang view of the state, strengthening the relationship between the central government and the Xinjiang region, integrating the Nation and State.This paper is divided into four parts:First, it described the number and exact distribution of ethnic population in Xinjiang, analysis the "mixed large and small settlements," the national distribution pattern of the nation and the national implications, the final account of Wu Zhong xin, Zhang Zhi zhong and Zhang Zhi zhong development and changes in ethnic relations after the departure of the situation, and on this basis to further study the relationship between the State and Nation; Second part is the core of this article, it describes the two aspects:First, National government takes control of Xinjiang, in order to consolidate the rule of Xinjiang, accepting by all minorities, constructing a link between ethnic groups. Seeking the nation-state integration, Wu Zhong xin vigorously promotes the Chiang Kai-shek's "Clan of nationalities". After Zhang Zhi zhong took charge of the Xinjiang, he re-promotion the Sun "republic of five nationalities" theory. Second, the National Government, through the implementation of national education, trains overall national view of all minority students to promote the formation of the national identity and sense of belonging; Third, mainly talking about the National Government integrates the Nation and State, implementing a series of measures and policies, and facing a double challenge. In the internal, Xinjiang occurred a series of national government legitimacy challenge of events, such as the three areas revolution, "Eastern Turkestan Republic" set up, etc.; in the outside, the Soviet Union and other countries interfere in China's internal affairs through various means, seeking their respective interests in Xinjiang, which constitute the external challenges to the Nation and State. In these internal and external conditions, the National Government must continue to adjust the strategy to consolidate its rule over Xinjiang. The fourth part is the conclusion, summing up the full text of the relationship between ethnic relations and National identity.
