In 1927, the National Government was established by Kuomintang which was led by Chiang Kai-shek in Nanjing. Zhang Xueliang, the leader of Fengxi warlord,announced “Flag Replacement of Northeast” and obeyed the demands of the government in the following year. It marked the Republic of China entered the stage of Nanjing National Government formally. Facing the mess which was caused by political instability during the period of Beiyang Administration, the newly formed government had to adjust the policies again. As to the frontier areas of concentrated minority groups, the Nanjing Government made relevant community policies to maintain and strengthen the rule as same as the previous central government. And as one of the ethnic areas, Xinjiang occupied an important position in the policies.Before more than 30 years when Nanjing National Government did’ t actually control Xinjiang, Yang Zengxin, Jin Shuren and Sheng Shicai ruled this region one after another. According to the situation development and their needs of control during their ruling, they made related ethnic policies which made a contribution to the stability of the area and prevention of national split. However, some of the policies also brought negative effects to the social development.In 1944, Sheng Shicai was dispatched to Nanjing Central Government. Xinjiang,which was in separate situation, was officially controlled by the government. During the five years, every provincial president including Wu Zhongxin, Zhang Zhizhong and Bao Erhan made relevant ethnic policies that involved politics, culture, education,religious and so on. These policies made significant effects to the social development of Xinjiang at that time. There were both progress of history and limitation of the situation. Through the elaboration of the ethnic policies by the Nanjing National Government in Xinjiang, this paper will make a detailed analysis about it.
