State rebuilding is the theme of Chinese modern history. Based on multinational country's history and present situation, the process of state rebuilding must contain integrating national regions. This integrating process manifested as the relation changes between central government and national regions. The process of relation changes between central government and Tibetan local government pre-and post May fourth movement is an important part of national regions integrating process. Grasping this starting point this paper attempts to analysis national regions integrating process fully and deeply.This article is divided into three parts.The first part is about the process of central government's integration on Tibet before May fourth movement. And it will also contain the relation changes between central government and Tibetan local government. Through the research this paper will reveal the failure reasons of the modern integration process. It main contains modern china's national crisis,modern central government's political decline and the invasion on it.The second part discussed the influence of May fourth movement on Tibet issue. Including that it makes Peking government stand on nation's interests firmly, arouses national people concerning on Tibet issue and against to Peking government and Britain resolutely, opens another way to consult with Tibetan local government directly. Based on above, the relation between central government and Tibetan local government improved.The third part is mainly about some Reflection on modern national regions integration issue.
