If there is a spectrum of the state of relations between state actors, the two extremities must be harmony and conflict. Conflict stems from difference or distinction, and distionction is a precondition for harmony. When conflicts appear, it is not so wise to use arms to conquer and subjugate as use other peaceful measures to achieve harmony.To use peaceful measures to achieve harmony means to adjust the state of motions of oneself or to exert influence on other actors to make them adjust their state of motions.The conflict over South China Sea or more specifically China's South Sea is very complicated, not only because of the not small number of stake-holders, but also because the conflict concerns the energy and security. It is also among issues which threaten the peaceful development of our country. To use arms to solve the conflict is not a wise choice at present. Considering the situation that China is almost blockaded on south, to use arms to other countries around South China Sea is never the better decision than to maintain peace with them.And to make peace with them is possible because of the elasticity of demands and the possiblity of finding substitue for the economic profits that South China Sea can provide. In order to make them adjust their state of motion, coorperation and international regime may well be a wise choice.
