With the rapid economic development,more complex food industry and a large number of incidents of food safety crises,people concern more on their own health and environmenta safety,so how to control food safety problems is a discussing topic in the world now.The EU has so far world recognized a high level the legal system of food quality and safety.To study the EU's legal system of the food quality and safety has a good reference.This article is divided into eight parts.The first chapter is an introduction,it introduces the research background of food safety issues,to study the importance of the issue,describes the situation and summaries the results respectively on both domestic and foreign research. The second charpter introduces the concept of food and the development of food safety,analysis of similar concepts,to clear the scope of this study; The third chapter shows the EU's legal system of the food quality and safety,including the regulatory structure,the setting of European Food Safety Authority and the food safety agencies of the European Union member states, to study the framework and provisions of EU law from a legislative perspective. Chapter IV describes specificly the content,methods,effect of the legal system of EU food quality and safety. Chapter V summarizes the characteristics of the EU regfood safetyulations. Chapter VI introduces the status of implementation of food safety laws on EU Member States implementing. Chapter VII to question some of the laws and regulations of the EU food quality and safety. Chapter VIII advices that in our legal process of food quality and safety we need to learn from experience of EU.
