The citizens are the basic elements in society, and the law has given the right to citizens in decision-making. The citizen participation can compensate for the limitation government decision, provides direct and effective information, and it also realizes the citizen' own interests. Under the framework of both sides in the cooperation, they realize the maximize interest. With the development of market economy in our country, it guides the citizens which participate in administrative decision-making actively, and will strengthen the connection between the government and the citizens. It has a very important realistic significance in promoting China's socialist cause and building a harmonious society.The citizen participation in China through several important phases of development, from the initial proposal to the preliminary development after new China founded, since the opening up to the present stage of rapid growth, the citizen participation in each stage of administrative decision made different results, But behind the achievements, we can find there are still many problems remain to be solved.This article introduces the concept of the administrative decision-making and the citizen participation, shows its theoretical basis, discusses the necessity of citizen participation, then summaries our country citizen participation in the decision-making through several important stage, it has many problems in citizen participation, the government's cooperation and social cultural environment. Based on the successful experience from the United States, Canada and Australia, we will make feasible Suggestions and countermeasures to solve the problems.
