Research On The Citizen Participation Under The Theory Of Tomas Pulic Decision Particapation

Times is changing and society is also advancing with the times. Our country should also embrace the future with refreshed spirit in new period. After reform and opening up, the era requires us to adjust development direction. As a developing country, the government should change the style of work and put people’s interests as the starting point. Urban residents take community as the main living area, so it is particularly important to the improvement of community management and service. The residents’ committee has started to play a role as a community organization,and will be the real department of residents. The community makes every member in the family blended together.They contribute to the social harmony and stability and the improvement of life quality together. At the same time, the development of the community promote the citizen participation and improve the attention of the community to some extent. It laid a foundation for further improving the democracy in our country.For a long time, citizens participation in the community have constantly experienced in depth and width. But with the process of continuous exploration, more parties have their own interest.Citizen participation consciousness gradually strengthened, and in the process of community decision-making, citizens participation in all aspects has received widespread attention. Therefore, how to fully and effectively play the role of the citizen participation in the current community governance has become issues of concern.The confusion existed in the decision of citizen participation. So this article is based on Thomas citizen participation in decision-making theory as the analytical framework, and elaborates the issues in the process of decision. The author takes the D community as the research object, using literature analysis and case analysis together. It puts the citizen participation practice of the D community and theory together, and then puts forward the countermeasures. This paper can be divided into four parts. First, this paper mainly introduces the research background and significance of the problem, research status at home and at abroad, the research methods and involved innovation points. Secondly, in order to enhance the theoretical depth and persuasive of the article, on the basis of the theory article, including the concept of community, the concept of citizen participation and Tomas’ theory of public decision participation has carried on the relevant analysis. Again, the writer engaged in the D community citizens participation on-the-spot investigation and analyses the current situation of D community, and puts forward the implicit various problems in it, and then combined community practice and theoretical research to dig deeper into the reason of the problems that exist in the D community citizen participation. Finally, on the basis of the analysis of causes, we put forward six aspects countermeasures such as developing new forms of citizen participation, shifting pattern to form the new participation system, improving the system of community management linkage, promoting the timing ability for citizens meeting, perfecting the institutional arrangement of members to participate in public management, enlarging the scale of public projects investment to guarantee citizens participation in the process.
