For citizen participation, academics have long been concerned, they stressed the importance of civic participation in general, and discoursed upon the necessity and reasonableness of citizen participation from the aspects of human rights, legal and democratic contents. Nevertheless, there are still some problems in the research process. This thesis will have a full analysis of characteristics for citizen participation, which considers the existing of "external" of citizen participation itself and it needs a certain "limits". According to goals set, programming and choosing, also decision-making options during the administrative decision-making process, administrative decision-making can be divided into citizen-needed participation and no citizen-needed participation. And on the basis of decision own characteristics, the relevance of decision-making and interests of citizens, impact of citizens in execution process and other factors, it has specific classifications also. Based on the above classification, this thesis will have a full analysis for problems of citizen participation's administrative decision-making at present time in China. Considering that China is in transition, this thesis recommends protecting citizens development from the proposed system, decision-making environment, ideological and other aspects, and to promote the development of our citizens participation by fostering social groups, improve system arrangements and other means.
