On the one hand, Germany's official development assistance is similar to other countries; on the other hand, Germany has special aspects. Germany is one of the most important countries in assisting. In 2007 Germany is the second largest aid donors. And in 2008 Germany is the third largest aid donors. Germany's aid to Africa has had a history of more than 50 years. Throughout the past 50 years, we can see the characteristics of Germany's official development assistance in the following areas: Germany's development assistance policy has a relatively strong continuity. German development assistance has formed a relatively complete organizational system and a more effective operational mechanism. Since the 90s of last century, Germany has made the appropriate adjustments in assisting Africa countries in three aspects: to put stress on the equal partnership and African self-responsibility, to call for the international cooperation in assisting Africa and to strengthen the cultural assistance to Africa.The reason for Germany to adjust its Africa assistance policy is in consideration of the positive changes in Africa and increased strength of the emerging development countries, whose aim is to serve its own national development strategy and enhance the influence of Germany as a world power.Germany has been conditioned by the issues of national budget and aid management mechanism aid in materializing its policy and is affected, as an OECD member, by the whole image of the developed countries. It is when great efforts are made that Germany may obtain its unique image in assisting Africa.China is one of the most important developing countries in assisting Africa. China's aid to Africa also has had a very long history. Studying Germany's foreign aid policy and the new trend of foreign assistance, especially of Germany's foreign aid to Africa can help us to understand the peculiarity of developed countries. Those all will affords us better ideas to enhance our own foreign aid policy.
