The public administration ethic dimension is to survey the public administration through the visual angle of ethics, which is the survey of the public administrative ethics. The public administrative ethics is an important part of the public administrative philosophy, which is also an important sub-discipline of the public administration. The public administrative ethics is a representation of ethics showed in the public administrative relationship and public administrative activity. Also, it is one kind of relationship which is formulated during the process of public administration, when the ruling party, state organs, and governmental officials fulfill their duties, some kind of ethical norms which adjust this relationship, and the ethical quality during the process when the ruling party and governmental officials internalize.the ethical norms. The study of the public administrative ethics has become the hot spot of public administration research in world countries and gradually become the core in the research of public administration, which not only in theory but in practice has an important role in guiding the exploration of public administration.This article focus on the ethical dimensions of public administration, mainly discusses the following questions:First, all-round discussed about the common theories of the public administrative ethics, based on the meaning, character, historical type, and the factors which will affect the public administrative ethics; second, delved into a better analysis of the public administrative ethics theories, by furthermore expounding the orientation of the public administrative ethics theory system constructed by power and responsibility, work-style, and efficiency; third, take the construction of Chinese public administration ethics for example, described the application and performance of public administration ethics in practice, and in the meanwhile combined with the successful experience of ethics in public administration of the United States and Singapore, representatives of both East and West of the developed countries, public administration, described today's ethical system values:honesty, rule of law, service. And from the vision of these three public administration ethic values, combined the difficulties encountered during the process of the public administration ethics construction in our country, propose appropriate countermeasures and programs as a mean to explore a suitable road to develop the public administrative ethics of China.
